I'm open for suggestions, although I suspect your issue might be with the options provided rather than the wording.
The whole question is incitement of what by who?
Incitement doesn't mean you have to suggest a specific behavior and certainly doesn't have to be "a call for violence". Trump could have incited (or provoked, if you prefer) violent actions even if he didn't say anything close to "take up arms and take over Congress". Perhaps:

I'm not really sure what F is. Wouldn't that be included in most of the others, just a question of if it was planned or spontaneous, etc?

I would change my vote to I.
Of course how much each of the C, D, and H is up for debate, but there is plenty of evidence for all of those, and you can sprinkle some of B in (I'd remove the word most). If I had to choose the primary option and ignore all the secondary ones, I'd go with H.
