Unvaxxed Canadian Teen FLYING into Canada

Does anyone know if an unvaxxed Canadian Citizen teenager can fly into Canada from the US? I know driving is allowed but what about flying? would the airline let the teenager board the plane?

If this teenager is 18 or older and not a US citizen then they need to be vaccinated to drive back into the US, per DDMS today.
