Short story long… he wants to sell it for $1300, as a rabbi told him it’s worth. Any ideas how to get him to return it, or at least sell, but for a better price?

Ask him if its has the one for the hand also. When he responds that he doesn't know what your talking about explain to him that like phylacteries there needs to be one for the head and one for the hand, the same is true with streimels. Then he'll tell you that it came by itself in which case you can offer $50 for his trouble, but no more.

Yup. Tell him the ribbon is blessed. He can keep that part if he gives you the fur that will need to be buried as it's human hair

You can try  haggling.
The $1300 quote was for a  new streimel.  This one is used.
And you know where the worn spots are, so tell him what bad shape it's in.

Tell him you're willing to pay $300 and leave a number for him to call you back at. Nobody else will buy it. Eventually he'll realize you won't pay more.

He googled a photo of it, it came up as a Jewish article, googled rabbi, got to local rabbi in Alabama, rabbi asked him if it has a name, he stupidly yes, gave name and phone number to rabbi, rabbi told him it’s worth $1300, rabbi contacted me. When called him I told him it’s not worth anything on the street but for me as I got it as a gift from my grandpa I’d buy it off for few dollars, he argued with me and said he’ll just sell it on eBay, I told him go ahead…

Does an airline have an obligation to hold articles left behind?  Was it swiped from the plane or the lost and found? If the wrong passenger walked off with it, I doubt the airline has any liability, but if it was known by the airline to be left behind, I wonder?

Was trying to be דן לכף זכות he didn’t realize the guy wants to sell it, but asked if he should return to it, so he said yes it’s worth a lot, so he decided to sell it.
