So he monitored Ebay, and sure enough, it showed up. So he ordered it, and the item that arrived had the same serial number as the stolen one. He contacted Ebay and they refunded his purchase cost.

If it was left on a plane and sold say to the unclaimed luggage store in Alabama, you don't have recourse with any police or claim of stolen. You'll need to bargain or appeal to goodwill which you've already done. Hatzlocho

Ask him if its has the one for the hand also. When he responds that he doesn't know what your talking about explain to him that like phylacteries there needs to be one for the head and one for the hand, the same is true with streimels. Then he'll tell you that it came by itself in which case you can offer $50 for his trouble, but no more.

@elihak7 Can you confirm if this is the one? If yes, we can all start messaging the seller, "Does it include the arm bands?" "Is the parchment intact?" or "Do you have the certificate of authenticity?"

I'm obviously not sending this without elihak7's confirmation and direction, but I think this is a believable question that can sow doubt, and can stand up against advice from his (reform?) rabbi friend (which "where's the arm band" will fail at):
