Does United Silver Member need to travel with the group to get baggage benefits?

Assuming the member needs to travel- we have 8 full passengers + lap infant + silver member. Would this violate the "Exemptions don’t apply to group reservations of 10 or more customers." rule? Or, does a lap infant not count as a "customer" since they are attached to an adults ticket?

Excuse the response a month later, if it's booked as a party of 9 plus a lap infant, its a party of 9. Groups are specifically 10+ ticketed passengers.
