I'm flying to Spain early next week, I have a relative that is fully vaccinated, but he took his last vaccine 10 months ago. While filling out the Spain entry form, he entered his vaccine information, and was denied the entry pass. He just figured out that Spain requires a booster after 9 months.
Is there any recourse?
Let's say he took the train to spain, would they check his papers on the train to spain?
Anyway to get an exemption?
