Email claiming that my phone/computer was hacked

I received and email earlier with a .txt file attached (obviously I didn't open it) claiming he has some information about me, and this is what he wrote in the end of the email:

Subject had my name in it.
It came from this email address: meganvemarpen14@aol .com

I have saved ur contacts, and if I don't see my remuneration in 90 h, ur closest people will receive your .... .
Don't even try to reach agreement with me. Anyway, you will not be able to get in touch with me, I will delete this email.
Now the information he claims to have he said he received it through viewing my webcam! And I'm 99% sure that it wasn't even possible to get that information through my webcam because I'm not using my phone at home.

Should I even be concerned that my device was actually hacked?

I already changed my Google account password

Absolutely not. Not to worry at all. Those emails went out to thousands this week.

I know plenty of people that got similar emails, and I have a feeling it was email addresses obtained from the parky ny data breach:

I'd send the txt file (email) to a trusted technical person to review (safely) what's in it.

But TBH what will you do if it really does have private info? (Recently I had a friend that got such an email with real private data in it stolen from a provider he was using.)
