Have no idea.
I think the point is he has profited over the years from Russia's actions and is controlled by Putin. We should try and strengthen the sanctions, not weaken them.

Like everything in life, a child takes the feel good path, but an adult hopefully makes a cost benefit analysis and weighs the short and long ramifications and possible effects of any given approach before making a move.
