The quality of information went down since they banned smartphones. Seriously, I know nothing about advanced military systems or nuclear reactions or ICBM or hypersonic technology, but according to what I've read, the mere that a nuclear missile is intercepted and breaks up is not likely to trigger the nuclear payload detonation in of itself.
What they were likely referring to was hypersonic missiles that are deemed unstoppable by current interceptor systems, which Russia and China currently possess. I don't think those particular guided systems have the range to travel trans-atlantic though. Russia and China do seem to be ahead of the USA in rocket and missile technology (and Russian nuclear capabilities far outstrip the USAs according to claims and rumors, although nobody really knows what's true on either side).
