United Fee to change from Basic to Economy

Does anyone know if I upgrade from Basic to Economy for 45 each way to be able to make changes,  does that count towards ticket price? Or is it a fee that is added on? Trying to figure out if it's worth it or just to lose the ticket.

I booked basic economy ticket and price has since gone down. If I upgrade to economy and then cancel can I use the credit to rebook basic economy or must use towards economy ticket?

Update: the upgrade fee is not added to the ticket value.
