Are you able to open a card which has the first year waived and then close the card and then reopen and get the first year waived again? Or are annual fees waved once in a lifetime?

Reopen right after opening, or after a few years?
Just so you know, amex has clawed back bonuses for closing before 1st cardmember anniversary.

I am looking at Citi AA card. Every two years you can get the signup bonus again. But what about the annual fee?

Assuming they let you open without trouble, and there is an offer to waive annual fee, you should be fine

Only on DDF does 24/6 mean 24/5/half/half

Some banks make you wait before getting the SUB again

I imagine if you do this more than once or twice, they may use that as a reason not to approve you.
