Going off jersey care. Anyone find a decent plan around town? Everything I found (inc healthcare.gov) has crazy deductibles....

+1, but on the online marketplace the subsidies can change the deductibles/co-pays and the out of pocket limits. Also, for many the deductible is only for non-preferred practitioners and hospitals.

in the marketplace it would be on avg 8k to have a child....mid range plans cover only 70/80% of maternity....based on minimal research

When you re-certify with the state, do they electronically verify your income based on your 2015 tax return?
