Customers not enrolled in their utility provider’s Energy Affordability Program can enroll until December 31, 2022 to receive this benefit.
That person is enrolled, and is still not getting the credit. They are sending him in circles.

I doubt it. The funds were part of an appropriation that has to be used for covid relief. It's more complicated to justify funds as "covid relief" now that the HHS public health declaration is hanging on by a thread.

Seeing the following story, along with the headlines about Student Debt cancellation (where can I source some?  ;) ) makes me think that I might have pulled the trigger too early to pay off the outstanding balances after the credits posted (never mind that there's one account on which there wasn't even a past due balance to begin with).

Short answer is no, it's different than ERAP (long answer is that ERAP asked some ppl to apply to this first, so that they only shoulder anything not covered by this program, so there is overlap).
So far there's no program for arrears incurred after 5/1/22.

They definitely didn't shut off everyone with old outstanding balances. Don't think they are doing shut off's. Any DP on this?

(Except the Scammers who are recently working overtime on shut off threats :o)

All scheduled residential service terminations will be suspended until March 31, 2023 or until the credits have been applied, whichever comes later.

FYI:
The program will be financed by a 0.5% surcharge to customer utility bills, which will last for a period of one to ten years, depending on the service provider and location. Per the New York State Public Service Commission this will be cheaper than allowing customers to default on their bills, as that would cause a massive debt write-off for the utility companies, which would then be recuperated through even higher bill surcharges.
