There's no chance you're gonna make it on time. I flew out of TLV last week and the first security took nearly 2 hours, then there's the x-ray and running to your gate. Took me 2+ hours from when I got to the airport to get to the gate (I arrived at the gate a few minutes before the flight, they didn't want to let me on, had to fight)
I'm not sure it's that bleak. Shabbos ends around 8:30. I don't know how far devorahS is from the airport, but if she's in Yerushalayim, the 9:08 train is doable if planned correctly. But I'm going to imagine the worst case scenario, getting to the airport at 10:30. While I know that Motzash is always busier, I was at the airport from 9:30-11 last night waiting with my sister so I assume the situation might be somewhat similar. The El Al line was out of control, crossing the entire length of the terminal. Security area B also had an extremely long line, as did the Turkish check in counter. But Security area A, where United is located, was almost empty. 90 minutes before a 787-10 that seats 318 people was scheduled to take off, the line for United was four people. So either every single person showed up early, or United is just efficient at processing check in. And once my sister got past the check in line, passport and security took five minutes total. So even in the nightmare scenario of getting there at 10:30, I would probably bet you could have made that flight. If there are long lines, you could always try telling the person at the front of security checking the passports that your flight leaves in an hour, and YMMV, but there's a shot he waves you to the front (happened to me once). I'm not guaranteeing you'll make it, but I'm saying there's a chance.
