Can't the bank can see all the atm transactions?

Why don't you give them a time frame and $ amount. See if they can help.

Either way, I am sure that whoever it is is nervous about their money and like this I can return it to them tonight..

I’d contact the bank the time and amount, and leave your phone number, they could choose to share your number with the potential loser to call you, or not.

Once it’s returned, I wonder what “a large sum of money” is. My seven year old found $100 outside a local shop a few months ago, I left my number inside and nobody claimed it. My son tried asking me why I’m leaving my number, don’t I want him to keep the $100? It was an opportunity for a teachable moment, I told him that if someone claims the $100 I’ll give him a different $100, since the Mitzvah is infinitely more valuable.

No, you hold the money. You just ask them if they can notify the account holder who withdrew that amount.

Is that a real concern? I think they will mostly be surprised you're willing to give it back and may or may not be helpful.

I think it would be safe to assume that it is close to the maximum withdrawal limit for most people..

Is that a large sum? I guess $500-800 isn’t small.

I didn’t know this. Would any prosecutor pursue such a case? Wouldn’t the burden of proof be on them, to prove beyond reasonable doubt that the finder is guilty?

IANAL and know absolutely nothing about the laws in such a case. But I have heard of a couple of cases where someone found something and pocketed it, and was then charged for the theft after being busted on surveillance video. If you found it near the ATM inside the bank that may also be different to finding it on the street.

Kudos to OP on trying to get it returned, but if you don't have success posting on social media or whatever, you may want to turn it in to the bank...
