yes. Luggage allowance is determined by the first carrier on the itinerary, if its not on the same ticket you might have a hard time convincing the check in rep that she can send it all the way through, but she can (up to 3 segments)
It's not on the same itinerary. Should I bring a boarding pass or itinerary to show her my Delta leg? Would that be enough?
Would Southwest (free bags) check your bags through to your final domestic destination if it involved a flight on a different domestic airline that charges for bags?
once in JFK after an international flight, I believe everyone has to re-check the bags after customs
Well you have to take it through customs but it should be tagged already with wherever it's going and you just place it back on the conveyor belt and off it goes!
Well I am not so sure about that, last time I did TLV-JFK through ZRH, I flew Elal and then Iberia or AA and one allowed me 2 suitcases and the other only one. They made me pay for the extra suitcase in that segment... Even if I didnt have to take the suitcase out and then check it in again, I had to pay upfront for the additional one...

No actually the opposite! The first one was with elal they allowed 2... I was shocked as well. And it was on one ticket.
