Interestingly, I was once at a shmuess from the Birchas Avraham zatzal, and he spent a good ten minutes complaining about how "those American bochurim" come to his yeshiva with short sleeves and how tznius is based on the minhag hamakom, which is not short-sleeves. Meanwhile, I was yanking down my jacket sleeves to make sure no one could see that I was wearing short sleeves.
Meanwhile, it seemed to me to be more of an Israeli thing among the yeshivish, and practically (but not entirely) unheard of in the states. That was then; I think the ratio is the same everywhere now...
Btw, I don't own any long sleeve shirts, and have not worn 'em since I was seven and decided I wouldn't. You can ask @yfr bachur - he knows me since I was ten, at least.

I would think the ratio is skewed; it seems like many more Israeli chareidim wear short sleeves when compared to their American counterparts in comparable weather.

Practically speaking, in Israel getting around involves more time outdoors, so keeping cool makes a bigger difference to them compared to the average person in Lakewood who gets around primarily by car.

As some have mentioned above, I imagine it’s mostly a fashion choice for those who don’t wear them.

The answer is yes. Bear with me:
I never claimed that it would be appropriate in high-class situations to wear short-sleeves. I simply said that I don't own any long-sleeve shirts. When the situation calls for it (ie chasunah, shiur from a gadol, interview, etc) I wear a jacket. When in casual surroundings, I don't. @yfr bachur doesn't remember seeing me in short sleeves because he usually sees me on the street wearing a jacket. (Although, when I walk for exercise, or for really long distances, I take the jacket off.)

Granted, people will wear a long sleeve shirt to a formal interview, but they'd also wear a suit and tie. This is not the case for most people learning in a Bais Hamedrash; in fact, they wouldn't even wear the same wrinkled and worn-out long sleeve shirts in a formal setting.

My brother wore short sleeves until the RY of the bm he wanted to go to made long a condition of acceptance...
he wears them rolled up unless he's outside on shabbos.
I wear short sleeves on fridays... becuase my mother bought them for me. (true story)

And was this a litvish place? Because Rav Moshe famously wore short sleeves in the summer.
