When missing connecting flight, where does luggage end up?

A relative of mine missed their connection. I quickly booked them on an another flight, but when arriving to their final destination, they couldn’t find their luggage. The representatives told them that they took off the luggage from the first flight as they missed the connection, and the luggage is in the connecting airport.

Is that why usually happens? Or are they playing games?

Sure that's what happens. How would the airline know of the new flight that you booked?

Yes. If you aren’t on the flight they will remove your luggage.

Sure that's what happens. How would the airline know of the new flight that you booked?
I assumed the luggage would be checked through the final destination.

I thought that when doing hidden city ticketing you run the risk of your checked luggage being flown to the final destination.

Would this situation be covered by the CC as luggage delay. Or it’s totally on them?

Was the flight international? If so you need to recheck your luggage after clearing customs in first US airport. And even if not airlines will often remove your luggage if they know you aren't on board. My luggage was once left in TLV because the ticket agent put someone else's name on it and when that person wasn't on board my flight they removed it.
