I agree that it's a nice chasidus bruchniyos and he does a lot of nice things, just saying that some people around him are unfortunately dangerous and that makes me sick.

If the letter didn't change anything and there were no further steps taken then it is lip service. Not saying that is what happened, but if it did or it took a long time of numerous incidents to have such a letter and then that is it then no it is not enough.
