To enter without booking a flight, send a piece of paper with your valid email address, name, address, city, state, ZIP code, phone number, and MileagePlus number to MileagePlus Money + Miles Sweepstakes, PO Box 158, Freeburg, IL 62243-0158. Mail-in entries must be hand-written and original. Limit eight mail-in entries per outer mailing envelope. Each mail-in entry must be handwritten on a separate piece of paper. Good luck calling the IRS...
And somehow I doubt United will roll over and change it to 1cpm.
Which leaves the unilateral negative adjustment, which will probably work as it's too much work for the IRS to fight.

What actual evidence can you provide showing that miles are worth 1 CPM? Currently United is selling miles for 3.5 CPM (though with the bonus it's 1.75 CPM)

Or best off, document the value for that you actually use the miles for.
