Yes there were robberies. But there were consequences. If you did the crime you did the time. Now the very public message is that there won’t be any time so go ahead & commit the crime. When elected officials publicly announce that they won’t be prosecuting various crimes & you have a DA issuing guidelines to prosecutors that armed robbery be downgraded to shoplifting, that’s anarchy.

That, and the fact that they steal these cards for as special-purpose-vehicles for heists like this.

It’s once thing to Hotwire a car for a joyride, another to fence it. Lots of people who can figure out the former don’t necessarily have the network for the latter.
