The OK may have been negligent. But the owner's actions were willing and intentional.

Another idea, offer cash to all employees if they report with proof of the owner bringing in treif.

This should be made standard with all restaurants under hashgacha.

$5k if you show treif meats being used.

In JNB, one of the warning signs was an employee who told a mashgiach the owner was bringing in non kosher meats, but when the powers that be at the hashgacha tried to follow up, he had disappeared.

Couldn't this backfire by incentivizing unhappy employees to try to sneak in treif food so their boss gets the blame.

I would love to see you use this standard for everyone. 

Is there any actual evidence against this guy that would stand up in court or even for him to be charged?

If he gets prosecuted it might be farely easy to obtain all the chicken orders from kosher and non kosher and see the discrepancy. This will give evidence and a timeline.

I’m not sure there’s a paper trail for the non-Kosher if he paid using personal CCs or cash and prepared the food at a different kitchen (no evidence of that, at least not yet) to deliver to events.
