Question about chase reconsideration for FIRST credit card

Hi,

i know i can search and dig, but i'm making a new topic because i doubt the nature of this has been addressed. any input on these points is appreciated.

someone applied for a card and was declined. not a mileage card, but one more appropriate for a first card. never been an AU. banks with chase. no recent inquiries
chase has a policy no first cards... (i think being an au helps against that?)

1. first try would be special consideration form....
2. will adding them as an au help AFTER the application was declined (whatsoever)? and as an au on a chase card? (or multiple...)
3. will converting them to be a premier customer help (after the application was declined)? (having a premier account makes you a premier customer which makes a difference btw)
4. should the traditional reconsideration avenues be able to help for a first cc?
5. how does the cosigner situation work? might that be an option?
