Any backroom dealings can be labeled as the "deep state" so it definitely exists to an extent.

The issue is that some people have gone off the deep end and like to attribute everything negative to the deep state, to the extent where they believe no other option is possible.

I find it interesting that the quote from representative Hoyer can be read either as dismissal of a conspiracy theory, or a confirmation that Deep State exists, and expressing admiration for the individuals involved and their goals (portraying their goals of removing Trump as honoring the laws and constitution of the country at any cost, as the obviously worthy ends justify the means).

I think "deep state" is more about career employees doing their own thing and disregarding the authority of the elected officials or presidential appointees that they are supposed to be answerable to.

It is inevitable that some people who have been working in an agency for decades will think that they don't have to listen to their boss who will be gone in 4-8 years.
