Visa cards don't cover CDW in Israel

What is not covered?
"Theft or damage from rental transactions that originated in Israel, Jamaica, the Republic of Ireland, or Northern Ireland".
I wonder why they cover every where except these few places. I'm guessing the risk is much higher in these places.

Second of all,  CDW means collision damage waiver .  So collision isn't coveref
