In general, a person does not announce that he is NOT running, because that just makes him irrelevant, so he hangs on to the image of a potential candidate for as long as possible. So if Trump is announcing something about himself, it is almost certain that he will announce that he is running.

My only hope is that he will announce that he is not running but that his son is running, which is something that I think is plausible but not likely.
