israel has a pretty good method, but they dont have 350,000,000 people, just 9,000,000 so its a bit easier but still, this is how it goes:
1) each neighborhood has multiple voting areas which in turn have multiple rooms/voting boxes.
2) each box is manned by 3-4 paid election workers that come from those who learned the laws of voting to make sure everything is kosher
3) when someone comes to vote, they show their id to ensure that its them and then they get an envelope (or 2)
4) they go behind the partition and pick 1 paper per envelope and place it in the envelope
5) they then place the envelope in the sealed box
6) there is no computer involved
7) the persons name is crossed off. they have voted and cannot go vote anywhere else.
8 ) after the election is over the boxes are gathered and brought under police protection to the counting spots
9) again the workers are there counting the votes per party per box
10) it can take up to a week to get results but its worth it because:
a) every vote is accounted for
b) even a cheater would only be able to affect 1 box or 1 voting area and no more
