If so, theres also a Gemara that says Hidur Mitzva Ad Shlish. To spend up to 1/2-1/3 more on a mitzva is a Hiddur.
If so, spending more on the olive oil should be encouraged, no?

That Gemara means that you should spend up to a third to accomplish Hiddur, not that the spending more is a Hiddur in and of itself.
