When the law can be changed and laws have been changed before they go into effect it is not disingenuous, it is fact.

As an example, IL signed a law last year for the end cash bail that has already been changed.

That you say so doesn't make it true. They absolutely are moving forward on the municipal level. Could it be repealed? Maybe, but some for new construction are going into effect pretty soon. You can stand there like Donald Trump yelling fake news as much as you want but it doesn't change anything. If you have a real argument to make them feel free to do so.
