Amex SUB ineligibility

Hi all. I tried to sign up DW for and amex plat in December, and each time a I tried a pop up came up saying that she was not eligible for the SUB. I thought maybe because she was an AU on my plat it thought she had the card already?
    We called up amex and after much confusion (on their end of what i was talking about) they said that they have other "reasons " why some people are ineligible for SUB's.
     Anyways I recently tried to sign her up for the Gold card, with the same results. She currently has only 3 amex cards open , one of them is for a business. Anyone experienced this or know what to do ? Would be really helpful, thanks

(Also she hasn't had any of the cards previously, although she is an AU on both of them)

You can receive the AMEX popup when applying for a credit card even if you haven't had it before. AMEX utilizes a variety of parameters to decide who they are willing to give a SUB to. There is no definitive way to get out of popup jail. You can try spending more on her existing cards, etc. but there is no guarantee.

Thanks. So it doesn't have to do with her being an AU on my cards? Or living at the same address as me when i had those cards already ?
