It’s more than that. Winning it all isn’t the only goal of running a campaign, as long as you get a large enough vote share you can parlay it into a job in the administration by exiting the race and backing the preferred candidate. After his 2016 exit and Trump endorsement he would have likely been nominated for VP or SCOTUS were it not for the Kushner grudge. Biden rewarded all prominent primary challengers handsomely.
