Hilton guy got back to me. I would say he wasn't amused except he did seem to think it was pretty funny that people thought they were so clever and that Hilton wouldn't immediately see what was going on or that Hilton was in any way OK with it.
It sounds like it is up to the property to flag it but they have a whole system devoted to tracking undesirable behavior that ranges from this to human trafficking, and they have a team to evaluate those reports, so it's pretty likely they'll figure it out if it's anything but very ocassional. If anything it sounds like their initiative to stop human trafficking is a big deal and it brings a lot of other things to light that they then deal with once they know about it.
