Don't have the source handy this second, but the Rebbe spoke about the importance of children dressing up like characters who are like Mordechai hatzadik and not the opposite, ch"v. Even if it is just "pretend" it is important that characters we are encouraging children to emulate are positive role models and not the opposite.

Thanks for all the references, I wasn't aware of this issue at all. 
So I get now that many consider it halachically permissible, and it must have been prevalent enough for so many poskim to deal with the question.  But it still surprises me that it would be accepted in frum communities today for cultural reasons. Hundreds of years ago cross-dressing might have been seen as humorous, but today it could be interpreted otherwise.

Agree. I think the "frummer" they are, the less likely they will be to see it as anything other than fun.

I just want to point out that the definition of blackface has changed in recent years.

It used to be a type of makeup (basically coloring your face with black shoe-polish) that was explicitly intended as a parody of what black people look like. The reason it is considered racist is because of its association with minstrel shows that were explicitly racist.

These days it is any costume that makes you look like a black person.

when I was growing up, a sibling of mine dressed up as a black person (including brown face paint).
The black ppl who saw got a kick out of it. Nobody gave any flack about it being racist.

It happens quite a bit. With the advent of social media and the ubiquity of cameras, an image of someone in a frum neighborhood doing something innocuous can be spread around the world in minutes to people who don't know the context and for whom the scene looks exactly like something very hurtful and offensive. This notice is bringing these issues to your attention so that if you didn't know people are understandably hurt by seeing characters hanging from nooses being paraded in the street, now you know and you can avoid it.

so what's the verdict on Indian costumes ? I assume it fits into this category, but I don't think there are many native Americans in the tri-state area. and they don't seem to create such an uproar compared to the rest of the communities.

Not sure, but you can dress up like the Amish because they aren't on social media and they won't see.
