Never asked a Rav. But don't see anything wrong with it. If it would be called a inky sticker to put on skin (terrible name), I don't think ppl would even think something's wrong, because it's called a tattoo.....

I don't recall exactly. it's been a few years. It's based on how temporary something really has to be to be called temporary. although, IIRC he also had issue with writing on your hand with a pen so there must be more to it.
