I don't recall exactly. it's been a few years. It's based on how temporary something really has to be to be called temporary. although, IIRC he also had issue with writing on your hand with a pen so there must be more to it.

Many shailas are beyond what a shul Rabbi can answer but not all of them know that.
   100%, that should be common sense. To only ask someone who is competent to answer.
And the Rav as well should know when to say that he should ask someone else if he isn't sure... I Once asked my Rav (a Baki in many different Inyanim) a Shaila in Choshen Mishpat, he thought abt what I asked, and told me that he prefers I ask someone who is a baki in Choshen Mishpat...

Do we really need to waste a Posek-grade Rabbi’s time asking about temporary tattoos? If we all did they’d get 100s such questions a year.

I wasn't referring to this specifically...but there are different levels of poskim. If a shul Rav never learned through the sugya of ksovas kaka, I probably wouldn't ask him.

Maybe we can designate worthy men to help out the lead poskim.
