Leave US without US passport?

Anyone know if a US citizen must have a US passport to leave the US (if you have dual citizenship and a valid passport for the other citizenship)? This is for someone waiting for their passport to arrive.

Do you mean to RETURN to the US? The US doesn't have an outgoing immigration when flying like other countries.

Officially dual citizens have to use their US passport when leaving, but I'm almost certain it's not enforced.

ive left the usa many times over using a foreign passport (i entered using the usa passport of course)
no one ever blinked at me
