When it comes to such a story, every individual detail should be a halachic question. There are tens of possible negative allegations that can be publicized in this story. Just a few examples:
-He waited too long to tell people
-He was behind in payments before
-His past programs were a flop
-He declared bankruptcy x amount of times
-He owned venders x amount of money
-He is flippant and unapologetic
-His business mentality is to do projects without enough capital
-etc etc etc

Each one of these claims may be Loshon Harah to publicize. OR, it can be a halachic obligation to publicize all of them. OR, it may be loshon harah to publicize some but an obligation to publicize others.

I think that the "where and how" of publicizing is very much a question for a halachic authority.
