I see amex has an offer for $75 off $75.
Seems all you have to pay is the tax monthly for $4-$6.
  If this is something stable and can be relied upon I would switch my parents over to. They're still paying $50+ for a home phone per month.

Then with the Amex offer. Seems like a good opportunity to make the swap.
 They have a $9.99 plan. With includes many other features. But primarily calling to Canada and Mexico. After 16.5 Hours I would be paying more out of pocket. As it's about 0.01cent per minute to CAD.
