Back in the day when they first came out they were, but I believe they're pretty much worthless these days. As most cops know anyone could get them

It is very common in small townships(I know that Lakewood is not that small anymore) for a member of the first aid squad to also be a ff.

The bottom line is if you have a PBA make sure its signed and that you remember who gave it to you and the best is if you have a business card from the cop that gave it to you as they sometimes will try to verify it
PBA is basically a curtsy from one cop to the other so actually with a PBA from a plain cop signed with his business card is better then Citi council or caption etc. without a signature.
