Apparently after 24 hours of exposure to AQI of 300-400 it’s the equivalent of smoking a pack of cigarettes, so if you do that anyway you should be good…

Edit: scratch that. If you smoke 2 packs a day drop it down to one and you will be fine.

Like with COVID, it depends. What kind of pollutants, how long you're exposed, condition of your lung.  Someone with asthma or other respiratory issues might become short of breath within minutes.  To reach that state with healthy lungs would require longer exposure...or short exposure at increased need for deep breathing, ie, running, exercise.
Concern is also for symptoms that might take longer to manifest, due to inhaling particulate matter.

No, it's not lockdown.  Avoid outdoor trips that can easily be postponed. Best to wear n95 or kn95 mask if you have to go out.

Much less. Just try covering your mouth and nose with your hands and see how much better it is (although still not comfortable by any means).
