CHS childcare subsidies

I'm embarking on the process of applying for CHS childcare subsidies in NJ. Seems like a very nuanced and unforgiving process. Any insights would be appreciated.

Basic questions just based on application: Am I supposed to ask for voucher or contracted service?

If you are self employed -
Unlike any other program
They do not look at your business expenses - they just cut your business income in half - Even if you were to show them expenses.
An LLC won’t help as you are automatically disqualified.

The daycare told me to check off Voucher.
Interesting as I’m certain that I checked off contracted service and everything went smoothly. Perhaps it doesn’t really make a difference. I would listen to the daycare as they should know better than me.

Question: How long does it take from when you drop off an application (in Toms River) until they respond? And is the response always by mail, or will they call you if you need more documentation?

My SIL recently applied and heard back from them within 2 weeks by mail.

I got denied because the hours on the paystubs didn't match the hours on the Verification of Employment. The reason it didn't match is because the paystubs was for the old work schedule, while the verification of employment was for a NEW work schedule. (There is a reason I'm applying to CHS now, duh. Just went up to 30 hours a week. Naturally, paystubs for past employment may be less, as I didn't apply to CHS until now...)

I submitted an appeal explaining the discrepancy, and they rejected the appeal. They wrote that since the verification of employment didn't specify WHEN the hours increased, they are left to believe that it was not 30 hours of work and thereby they correctly denied the application. If I want, I can reapply with the new information.

What's my recourse? Should I:

1. try submitting that info (a letter from the employer specifying when the increase took place) and hope they will overturn the denial? (They made it sound like no new info is allowed that was not submitted with the initial application)

2. Call the office of Congressman Smith or Gov. Murphy and try to have them intercede

3. Submit a new application. (If I do, is there any way they will retroactively cover the costs for September?)

Any insight or advice is appreciated.

My question is what to do at this point, when daycare starts this week and they want me to reapply, which could take more than a month?

I could submit a letter from the employer detailing the exact change of schedule, but again, that would be 'new information', and they indicated that in an appeal no new information was allowed to be submitted, only clarification.

Unless it’s not recommended to work on the appeal at the same time you submit a new one, ask the LRRC.

Curious, did the LRRC advise to appeal? When my sister get rejected she was told it isn’t worth it, and it’s easier to reapply.

I thought I would be smart and do this without the LRRC. Should've known better.

Anyone know if the LRRC is open tomorrow, on Labor Day?
