However Birchas Hachama IS based on the solar calendar so its always April 8th (for this century).

But the Julian calendar and not the Gregorian calendar that we use. The Jewish calendar is more accurate as a solar calendar over it's full cycle than the Julian calendar.

NYC has 90% totality and they issued warnings, so my question is: what about 80% is that also dangerous? at what point? 50% blocked is also a danger or do your eyes naturally squint then?

Huh? Nothing to do with squinting. Looking at the Sun is dangerous. If the Sun is full force, you'll squint and won't be able to stare at the Sun. Whereas today, when the Sun is going to be blocked (in places of non totality or before and after)... the Sun won't seem as powerful as usual and you will be able to look at it without needing to squint. But this is VERY DANGEROUS!!! You could never look at the Sun even if it doesn't seem strong, it is... 80%, 50%, all the same regarding eye protection. Just because you squint, it doesn't mean you can look at the Sun...

Case in point Israel had a 40% partial eclipse a a few years ago, I tried looking at but the sun rays but it was so strong I was unable to look at it for more then 1/2 second at a time.
