Sorry if this is a dumb question, but with airlines, hotels, retailers, and even gas stations offering co-branded credit cards, why arenít car rental companies in the game?

It seems that they each have a partnership with a credit card issuer (Hertz with Mastercard, Avis with Visa), and it might be complicated to rework their system to have a specific card.
