A soup is arguably עשוי לסעוד

Not more than שתיתא רכה which is like liquified farina and yet is still considered משקה which by definition isn't עשוי לסעוד.

When the barley in the soup isn't liquified then the barley is mezonos obviously, and the water part is more of a question.

The Mg"a 208-7 considers soup like beer. There might be a different reason for making mezonos, as a tafel. But this is unclear and what the Mg"a 205-6 struggles by the לביבות. See Mshn"b there.

The pri migadim there explains that the soup wouldn’t have a din מי שלקות as explained by the mag”a in 204. There the mag”a explains the reason for beer along the lines of:

barley doesn’t infuse taste into liquid.

I wonder why he (the pri migadim at least) doesn’t give the עשוי לסעוד explanation here
