Is it smart to go now? No. In Obama's time maybe a bit better, but not for the last 8 or so years. Personally I'd wait a few years.

This is not a toradike outlook. People are dying in the streets, tortured, and starving. To stroll there as a tourist to take it in even ostensibly to round out one’s knowledge of Jewish history, is a lack of sensitivity and incompatible with רחמנים, ביישנים, גומלי חסדים.

Those traveling on U.S. passports in North Korea should have already departed North Korea. Those who wish to travel to North Korea on a U.S. passport after this time must obtain a special validation in a limited validity passport under 22 C.F.R. 51.64, which will be granted only under very limited circumstances. U.S. citizens and non-U.S. citizen nationals abroad can apply for this special validation at the nearest U.S. Embassy or Consulate.

You want to go to NK, be prepared to be arrested on charges, real, imaginary or trumped.
