The cases I’m aware of are where it’s impossible to check. That is not the case here since the corn can be removed and rinsed.
You are still adding to what I wrote. I only wrote an additional tzad kula. The threshold to be matir making a sfek sfeika biyadayim is not the same as the threshold to be matir something which seems assur.

Many would argue that so does corn on the cob. You need to have a valid safek, it may be חסרון ידיעה
Is there a miut hamatzui of bugs hiding between the kernels when there's no bugs found on the husk or surface of the corn?

I don’t know how much hard data there is on that.

They claim not, but “almost no insects”, and knowing they disregard the smaller ones doesn’t reassure me.

Is it clear that there is a consistent miut hamatzui? My research leads me to believe that it varies greatly between batches, most likely due to differences between seasons, locations, and even individual cornfields. Considering that such a variance can only be known by doing bedika, is it clear that this is safek chisaron yediah?

Why wouldn’t it be חסרון ידיעה just because you need bedikos to figure it out?

Being that it varies greatly and it’s very often a problem I would think that is מיעוט מצוי, consistent with Rav Belskys barameter of “not being surprised” and FWIU Rav Moshe held that way as well (and שבט הלוי IIRC)

No, we know there is infestation problems with this produce, the onus is on the claim that a specific set of circumstances is different.

Because the whole safek is whether there is a chiyuv bedika. The point is that a rule cannot be made and it depends on the batch which is only safek chayav bedika. That safek can only be known by doing more than what you need to do to eat this individual ear of corn.

This logic to be a rule does not stand. This would be very dependent on the rate among fields and then the rate among the invested ones.
