I'd work the citibank phone tree and try to get to someone who knows.Or, find a current citibank location that used to be the original bank, and see if anyone at that location knows.Note - not an expert, just how I would approach it.

That location currently houses a branch of HSBC but there is a Citibank 2 blocks away.

I don't think they ever expire once they're in unclaimed funds.
They don’t, but if the original bank is gone, 5 years have elapsed and they’re no longer required to keep records, and the government can’t locate the unclaimed account, then what are you gonna do?
Why do you think finding a passbook means the bank has money? It's easily replaced. I don't think there's anything you need to do.
