If this is true and actually happens then it is actually a major thing. Right now we have terrorists with no with no family at all who are coming out with a big bank account

IINM, the issue wasn't that the terrorists were doing it to get rich themselves. The problem was people with little/no income saw this as a way to support their families, and people with income weren't deterred by the prospect of their families being left destitute if they committed jihad, because the PA would take care of them. This change essentially ensures the families will be on "welfare," so it's a distinction without a difference. The only thing that changes is they can say these are legitimate welfare recipients and Israel loses whatever PR points the "pay-to-slay" slogan won them.
