no, it’s totally meaningless. The money is just passed on to another entity to make the payments.

I don't think this has an answer yet. If this ends with Hamas in control and International money paying to rebuild, they lost. If it's something else, possibly a win.

How so

Because officially such a policy will not exist anymore. The families of the terrorists will just be moved to "welfare" to cover their needs, no different than any household in the US goes on welfare when the breadwinner is imprisoned and they qualify for subsidies. Nothing practically changes for the family, but we can't complain about a non-existent policy.

I didn't read it that carefully and I'm not really aware of PA rules and regs, but I don't see any practical difference.

If this is true and actually happens then it is actually a major thing. Right now we have terrorists with no with no family at all who are coming out with a big bank account

How many terrorists have no family?

IINM, the issue wasn't that the terrorists were doing it to get rich themselves. The problem was people with little/no income saw this as a way to support their families, and people with income weren't deterred by the prospect of their families being left destitute if they committed jihad, because the PA would take care of them. This change essentially ensures the families will be on "welfare," so it's a distinction without a difference. The only thing that changes is they can say these are legitimate welfare recipients and Israel loses whatever PR points the "pay-to-slay" slogan won them.
