Then we see reports of Hamas not letting them leave. They bomb roads and even reports of them shooting some trying to leave.

Let's not forget that Israel is bombing the south where they told them to go. The bombing is necessary since Hamas is launching rockets from there but that is no comfort for those who did leave the north.

It is indisputable that the South is SAFER than the North for innocent civilians. Hamas making it hard to go, but it is possible. I read a report that the IDF set up checkpoints on the route where they verify IDs for those moving south.

I will dispute that as it implies the north is safe. 
The south is less dangerous but still extremely dangerous.

South is only dangerous if one stays in close proximity to known targets (which AFAIK are only (sub)-human targets at this point, and not any installations).

I take issue with that approach. Granted when it is a question of רציחה בידים in a vacuum we don’t rely on what you call “svaralach”. When inaction means consigning thousands of people to a certain death we do search for “svaralach” to save them, even if it results in the loss of a יחיד. I don’t think שב ואל תעשה is מכריעה over here when the options and their results are so disproportionate.
