Why isn't Israel more focused on the Hamas leaders in Qatar?

Qatar isn't an ally for Israel but is for the US. My question is how they can get away with harboring terror leaders? In a normal world there should be an arrest warrant for them for their orchestrating and holding American citizens as hostages and and they should be extradited to the US.

The phone is handed to his mother and the terrorist, who responds to the name Mahmoud, shouts: “Mum, your son is a hero. Kill, Kill, Kill.”
